Done with Samsung Tool PRO v.22.1

at first it says it says its unlocked but when inserted att or tmobile sim card it says invalid sim card already downloaded the new z3x pro tool update 22.1 2 times and it keeps saying the same error and when tried second time domestic unlok it gives me the phone not locked what can i do??or what step im missing please help
